I am to state that the Council are not aware

of the "similar circumstances" in the Straits Settlements to which the Governor refers on the 4th page of his despatch. They are aware that the revenues of Christmas Island, a distant possession annexed to Singapore after the percentage had been settled, and having no Garrison, were excepted from Military Contributions; but this involved no departure from the principles above laid down.

The disparity already existing between the cost of the Garrison and the amount contributed by the Colony is worthy of notice in this connexion.
